The People’s Law Library of Maryland is a community outreach program whose mission is to surround the disadvantaged citizens of Harford and Cecil Counties with legal education, representation and advocacy regarding issues that impact an individual's and family's well-being.

Harford County Bar Foundation assists financially qualified individuals and their families in obtaining legal representation. HCBF is also committed to providing free or low cost education and outreach programs that help citizens understand their rights, responsibilities and options when facing a legal issue.

How to Run Seminar

The Harford County NAACP organized a seminar that helped the community learn about numerous different aspects of running a local political campaign. Topics discussed during the seminar included how to file for candidacy, funding campaigns and marketing and communications tips.

The U.S. Equal Employment Opportunity Commission (EEOC) is responsible for enforcing federal laws that make it illegal to discriminate against a job applicant or an employee because of the person's race, color, religion, sex (including pregnancy and related conditions, gender identity, and sexual orientation), national origin, age (40 or older), disability or genetic information. Most employers with at least 15 employees are covered by EEOC laws (20 employees in age discrimination cases). Most labor unions and employment agencies are also covered.  The laws apply to all types of work situations, including hiring, firing, promotions, harassment, training, wages, and benefits.

The Harford County NAACP is a nonprofit, 501c4, that is managed strictly by volunteers.  Your local NAACP does not provide legal representation. Our mission is to ensure the political, educational, social, and economic equality of rights of all persons and to eliminate racial hatred and racial discrimination. We do this work to: 

  • Ensure the political, educational, social, and economic equality of all citizens

  • Achieve equality of rights and eliminate race prejudice among the citizens of the United States

  • Remove all barriers of racial discrimination through democratic processes

  • Seek enactment and enforcement of federal, state, and local laws securing civil rights

  • Inform the public of the adverse effects of racial discrimination and to seek its elimination

  • Educate everyone on their constitutional rights and take all lawful action to secure the exercise of those rights, and to take any other lawful action in furtherance of these objectives, consistent with the NAACP's Articles of Incorporation and the NAACP Constitution

If you feel that you have been discriminated against or unfairly targeted, here is some information and local resources that may be helpful. 

Helpful Hints

  1. Be sure to document examples of said discrimination or harassment in writing, recording, witness statements, etc.

  2. Be safe. Do not antagonize or initiate communication/interaction that may lead to aggression.

  3. If your issue is related to Housing, you should contact the following: the Harford County Housing Office (private rentals) or 2) Harford County State’s Attorney (federally administered programs).

  4. If your issue is related to Employment discrimination, in addition to reporting to your manager and union when applicable, you may contact the following: 1) reputable law firms  who represent  plaintiffs in employment discrimination matters; 2) Baltimore City Bar Association; 3) Baltimore County Bar Association; and the 4) Equal Employment Opportunity Commission.

  5. If you are asked to appear in court, please be sure to follow through with each request for court appearance.
